The scene is familiar to anyone working in stadium safety: a crowd beginning to surge, a small confrontation at the perimeter, stewards stepping forward, police shifting position. For a moment, it is impossible to tell whether the tension will dissolve—or escalate. What happens next is rarely predetermined by the size of the crowd or the number of officers present. Instead, it depends on a far less visible force: how legitimate the crowd perceives the intervention to be.
